ISSUE:
After a 1-4 hour engine soak time, long crank times and/or long crank to start followed by a stall may occur on some vehicles. No further stalling or rough idle will occur after the engine is running. The long crank and/or stall may be due to the Idle Air Control (IAC) Valve sticking.
ACTION:
Replace the IAC Valve with a revised IAC Valve if no Diagnostic Trouble Codes (DTCs) are present. Refer to the following Service Procedure for details.

SOURCE: Hard Start. It is 32F, Block heater plugged in,
sounds to me like your check valve in fuel line is not working. If you have the original lift pump it located in there.
SOURCE: 97 lumina, 3.1. Starts runs smooth, drive for 30
I just recently have been fighting the same problem with the same make/model/year vehicle. For myself, I would drive off and on through the day and it would run fine. Then suddenly after a start it would run rough and die. I would have to wait 20 to 60 mins before it would start again. I had it checked and fuel pump was only putting out around 19 psi. It should be around 41 psi. Had fuel pump replaced and no more problems. Furthermore, now it runs so much better. It's funny how over time I didn't notice how the performance was slowly degrading. Unfortunaley fuel pumps for this car run around $300.
SOURCE: 2003 explorer will not start. wait about 1 hour
FUEL INJECTORS NEED CLEANING THEY FLOODING OUT ENGINE AND FOULING OUT SPARK PLUGS.THAT WILL CAUSE ENGINE HARD TO START WHEN ENGINE IS HOT.IF IT BEEN A WHILE CHANGE AIR FILTER IT WILL HELP SOME.

do you mean it will not turn over at all? it starts fine cold but after you drive it awhile and shut it off, it acts as if no power is going to the starter?
