no you can not you have to pull the steering wheel

No rebuilt kit for that, All you have to do is remove the upper and lower steering column cover,remove the two screws for the switch, be careful the pins are fragile

How do I get to the windshield wiper motor on a 1990 Jeep Wrangler?

You will have to remove steering wheel,and lock plate,then remove the turn signal cam,and then there is a screw holding the lever to the turn signal switch.

On a 1986 jeep I believe it has a "wiper-turn-signal assembly" that is all part of the turn signal lever. (I think its a GM/Chevy style.) The new models have an assembly that's in the steering column behind the steering wheel. If I'm correct that its all part of the lever, that is almost definitely the problem - 98-99%. Pretty much the same answer for the newer versions also. I have replaced over a couple hundred in my "career". Keep smiling.

any earthing point is open of wiring, check all earthing points, problem will solved.

I had a similar problem with my 2000 Jeep TJ and I found the problem in the wiring harness under the hood.several wires were corroded and almost burnt off.If you remove the black tape which keeps the harness bundled together and if you see evidence of "green" type powder or "gook" it's most likely where the wires have faulted.
