REFER to Section 419-10 .
This may be a wiring issue as the sensor is electronic in nature. Any loose wiring may cause the voltage across the sensor to differ resulting in an inaccurate reading.
if it is reading wrong al the time , replace the sensor. if reads off after car is driven sensor might have been moved to a spot near something warm and needs to be put back
SECTION 412-04: Control Components

REMOVAL AND INSTALLATION
Ambient Air Temperature Sensor
Removal and Installation
Remove the radiator grille. For additional information, refer to Section 501-08 .
Remove the three upper pin-type retainers in the radiator air deflector.
I would suspect that the connection to the outside temperature sensor is not good or the sensor itself is bad. Check the connection and clean and reattach as necessary. Otherwise replace the sensor. I think they're pretty reasonably priced.
The outside air temperature sensor for a 2000 Windstar is located under the front bumber on the passengers side. It is clearly visible if you lay down and look through the lower two air openings in the plastic bumper. It is the only electrical device in that area and it is made of black plastic.
on the jags there is a sensor on the outside by the front bumper cover on the bottom right it sends the signel to the a/c control head panel on the inside of the car you will need to go to a Jag Dealership to buy the sensor..
