Hook up a scanner. I ran into a problem like that. The sensor was getting 12v instead of 5v for reference. The problem turned out to be a bad clockspring assembly in the steering column. Two wires were shorting each other.

There are two oxygen sensors. Change the other one. Make sure you are installing the correct sensor in the correct location. One is before the cat the other is after the cat. (upstream and downstream)
You're not going to find a serpentine belt for that truck without AC because it didn't exist. They all had AC standard, which means, whether or not you RUN an AC system the compressor has to remain installed since the pulley was part of the serpentine routing.
Likely either your thermostat is stuck open or is incorrect one (should be a 195f) , Or, the electric or clutch fan is on too early and not shutting off, or...the temperature sensor is not working and therefore telling the computer that the engine is cold when it's not. If the computer is believing that the engine is still cold, it remains in cold-start mode regardless of what is actually happening.
