Check the vacuum line on the right side of the engine. There should be an elbow connector connecting the line to the engine. Does interior fan only come out of the defroster vents by chance?

You are experiencing a problem with your vacuum system. it is leaking somewhere causing both of your problems. Your car is probably idling at a higher rpm too.
The tachometer is the problem it's jumping causing the cruise control to not engage. Jeep can fix this problem in a day for you at a small fee of course. Unless you're a mechanic don't try this one alone.
Faulty product. I install cruise control for 6 years. One of the cables are hooked into the throttle and the other in the vaccuum actuator, since it is electronically controlled actuator, the object itself might be losing it's contents or frankly worded, is taking a nose dive. works much like a brake booster does.
Is it a PID system? (Proportional integral derivative system)
or is it just standard proportional?
That will play a factor.
If you just have one of those cheesy controls (cruise controls), than replace it, obviously it wouldnt of cost much. if it is not, check the actuator and replace it! Replace the Fuse, brush it with wire brush, clean up all connections.
You should be ready to roll!
On my 05 Wrangler Unlt'd Ruby - The vacuum hose on the drivers side of engine had come off, which disengaged my Cruise and the actuator which determines whether my heater points to the vent, Defrost or feet. Put it back on and secure with a cable tie.
If it is like mine, you will then have idling problems, especially when coming to a stop. You will need to clean the throttle body because the engine has picked up **** through the open port while it was off. Directions for that exist on this site elsewhere.
All of these are easy - i hadn't worked on a car in >25 years and it took me 30 min.
