Many locksmiths have the gear to program keys
there are accredited service centers that can do it as well so get quotes first

SOURCE: 1999 Volvo V70 wont start

It sounds like an intermittent electrical issue, and those can be very difficult to address. On the 1999 V70, the immobilizer normally allows the engine to crank over, but not start. The immobilizer will also set codes that can be read by a shop.
Sounds like you might have a starter that is starting to go, but it's really hard to know without seeing the car. Do you have a Volvo shop in your area? Also, have the shop check the B+ battery cable, they fail and cause all kinds of weird electrical issues, and have them check codes.

Here is some info for addressing intermittent problems!

Check this directory for a shop!

SOURCE: I have a 1999 Volvo

These are not generally made available by the manufacturer.

I would suggest you join up to one or 2 of the better VOLVO online forums (there are a few). There may be someone there who has some downloadable material they can email to you or know where you can get an unofficial copy of the CDs.

I recently secured workshop manual info from a forum member for another vehicle (not a Volvo) which he had copied from the manufacturer's CDs he had access to. Very useful because you cannot get the CDs officially.

These on line Car forums can be very useful.

I hope this helps some. Good luck with it. (Lots of issues with those S80s unfortunately).

1999 chrysler seabring coupe has fire to the coil not the cap or roter 2.5 v6

Check the ECM and BCM. (Engine Control Module / Body Control Module.) Sounds like the Chrysler Anti Theft and BCM are not talking to the ECM reliably. Check connections and the wiring harness first to these components. If no change, try Dealer testing of both units. This could be expensive as only the dealer and a few module 'rebuilders' have computer codes and program to isolate the problem(s).

Possible PCM/ECM problem

Unfortunately that's not the case. Your battery was obviously strong enough to start the truck , and once started, the charging system increases system voltage to its operating range of 12.5v - 13.8v. Your battery may have only failed its AMP capacity and needed to be changed for that reason only. What is most common on your vehicle is when the battery goes dead or has been removed ,the ECM loses its learned memory and starts fresh again when the battery is hooked up again. Your start and stall, and / or stall in reverse is a result of the "minimum air rate adjustment" needing readjustment to compensate for age and wear. The dealer changed your battery but also did the "min. air rate" at the same time because if they didn't , you would still have your initial complaint of stalling in reverse.

1999 lincoln navigator..turn signals, pw, radio, int lights will not function. checked fuses and bulbs any idea?

That's odd. Why would he put ecm on the estimate for a bad fuse block? Not to question the dealer, but do this quick check: look in the power distribution box under the hood, and check for a large, perhaps 60 amp, maxi-fuse, dedicated for the fuse box. Ifr you have such a fuse, check that it is still good. Many vehicles have this type set-up.

This is programmed into the ECM (computer) it would require a software update or replaced if they are even available...check with your dealer for more specific details.

REPLACING THE PCM WILL BE YOUR BEST BET. HAVING IT FLASHED OR RE-PROGRAMED WILL PROBABLY CAUSE MORE PROBLEMS THAN ITS WORTH. YOU MIGHT CONSIDER GOING BACK TO OEM PARTS,ALOT MORE SIMPLE SOLUTION.

Just change the ecm on my 2001 ford Windstar and it won't start the anti theft light is blinking

did you get the ecm flash programmed? newer vehicles require the ecm to be flash programmed before they are installed your dealer and some auto parts stores can do this for you it usually runs around $90.
