I have an 2000 chevy astro van and the blower motor seems to only blow air from the bottom at the feet on cool and heat. Could this be a vent door problem?

Hi, check fuse 12 first. If it is good, you will need to replace the blower resistor. The high speed relay is built into the resistor. The resistor is next to the blower motor and looks like the picture below. There is a connector in the resistor and the 2-wire connector coming out of the resistor attaches to the blower. The blower is usually under the dash above the passenger's feet. You may have to remove a kick panel to see the motor and resistor. try to tap on the blower motor with the switch in the on position the motor is located on the passenger side close to the firewall if it kicks on you need a new blower motor
If it is blowing hot air out of the defroster and not out of the heater vents then the door that directs the heat from the defroster isn't working properly it is blocking the heat from going to the heater vents. Also check the cold air door. It sounds like it isn't closing all the way to shut off the cold air and not letting the hot air pass.
It could be a bad blower motor - tap on the blower motor with the end of a hammer when you have the switch in the on position - if it comes on then it is a bad blower motor. If it doesn't come on I would check to make sure you are getting power and ground to the HVAC control head.
