Clock spring in 04 dodge dadota causing problems with airbag, cruise control and horn. how do you change this.

The horn switch and the air bag and cruise control wiring in the steering wheel go through the clock spring, ford calls it air bag sliding contact. The clock springs have been know to go bad.
