I also have a 2005 Highlander and recently acquired a problem at 99,800kms where the A/C when on, blows hot air even when fan is off. The temperature fluctuates hot and cold as does the force of air coming out.
I spoke to my Toyota service mechanic and he claimed this was a common problem with the 2005's. He gave the reason the wires have become loose behind the knob and need to be re-soldered into place, at a cost of about $200.00.

Thanks for taking the time to respond. I wanted to try re-soldering it myself but afraid I may mess it up. The Toyota guys know their stuff and could have it fixed in no time, but at Toyota prices!!!
I will investigate further and see if I can get behind and re-solder the wires.
