What is your question - why your car broke down in Valdosta or why it broke down?
Any repairer that tells you your car needs a new engine isn't doing their job very well. A good repairer would partially dismantle the engine to discover the cause of failure and estimate the damage and then present a report listing the options and costs. While it is probably policy for the dealership to fit a factory replacement engine (new full or short or reconditioned) with the as-new warranty, not everyone can afford it or wants to especially for an 8 year old car. Other options are a repair of your existing engine or several levels of conditioned or reconditioned engines from local or regional independent engine builders with a variety of costs and warranties.
What was the diagnosis?... did it drop a valve, throw a rod, low oil, extreme overheating, coolant in oil scared cylinders, etc.
They should be able to render an opinion as what destroyed the engine and most likely cause.

Have you had the timing belt and the cam shaft checked?? I had similar problems with my corolla and the dealership replaced the bulbs and then the fuses thinking that they were bad, but it turned out that when my timing belt went bad and was replaced it 'corrupted' the cam shaft.

I'm pretty sure, that is sold as a regulator unit only. And it's not cheap. Sometimes it's cheaper at a glass place than the dealer.
