If these are electric actuators (you didn't specify year), there is an initialization procedure which must be followed before installing it, otherwise it may be locked at one position (open or closed). Another problem could be in the connector/wiring.
If a vacuum actuator, check the vacuum - if ok, then the new actuator diaphragm will have failed,
In either case, make sure the actuator is properly attached to the door.
You could try that, but the procedure may not need a scan tool - check the service manual (or go to Alldatadiy.com). The body computer should cycle the actuator and store the feedback readings for fully open and closed, and there can be other reasons (such as a failure to save them in the computer) which could cause the problem.

sounds like the drivers temp door actuator is not working should be located on the drivers side of the air box down by the gas pedal or center dash area.

thats most likely what it is. either that, or something has fallen down the defrosters and its blocking the blend door from opening or closing

I have had this problem. I am not a mechanic...so to correct the issue temporarily, I simply turn off the car and restart. This has worked everytime for me. In extreme cases, I think you can also remove the AC fuse and start the car, which will also reset the computer. I also think that by taking the climate control off the "AUTO" setting has worked in the past.

First....buy a drivers side air flow actuator at a auto parts place for dual zone heating/cooling.
(NAPA etc will have it.....or the dealer)
Open the glove compartment.....all the way....you may have to take the screws out at the bottom......look in at the heater assembly....look over to the left....you will see the two air flow actuators.
Look at the part you have and match it to the part on the heater assembly.
The actuator that is closest to the engine is the drivers side control.
Replace it.
Try your controls and check for heat and cooling on both sides.
The stepper motor in these actuators goes bad on quite a few...but over look that.....you have a great car,good for many miles of trouble free driving.
