I don't have the figures to hand for your car (what year?). These days the figures and method are often provided with the replacement gasket.
Most engines that were originally assembled by robots or automatic machinery have bolts that have to be angular tightened, because it is easier to programme a machine to turn a certain number of degrees than to a conventional torque figure.
Regarding the cylinder head; some manufacturers insist new bolts should be used every time while others say the originals are ok if they aren't stretched. All threads thoroughly cleaned and lubricated and head bolt washers greased.
The bolts would be torqued to a low initial torque using a torque wrench, typically 18/20 lbf/ft and then each bolt would be tightened per instructions in two or more stages of a certain number of degrees, typically 60 + 60 + 60 and then after a warm up and allowing around 6 hours to cool a further stage (30 degrees maybe) might be required.
A protractor helps but usually isn't necessary as most bolts have six flats or six or twelve splines, so tightening one flat = 60 degrees...

this is a commom flaw on these golfs had same problem a good few years back. Normally the problem is the wiper relay. you just need to replace this.

take off the steering wheel, remove the plastic piece on the steering column and then the ignition should unbolt and slide off.

you should have an h7 bulb, once to take the rubber grommet behind the headlight, you will see the h7 socket, which has to wires in it, gently pull thi socket off, then there is a small wire holding the bulb in place, gently unhook the wire from the one side. and turn it to the other side and the bulb shoudl come out... replace the bulb putting it in the same way the other bulb came out.. notice the h7 bulb has a small notch on one side. it has to go in the same way or the wire will not hook back on. once it has been placed, turn the wire over the base of the bulb and hook it again, then put the socket back on the bulb and put the grommet back on the headlight.
