P0016 refers to the Cam shaft sensor and crank sensor not in sync , the P0011 refers to Variable Valve timing and Variable Camshaft Timing , as the P0016 has shown i would expect that is the issue between these sensors and the PCM , dont waste your time and money on trying to get a cheap fix this is a know issue with VW and a VW dealer will have the appropriate equipment to readily rectify the issue, i think this link will show why is best to go to a VW dealer, but the choice is yours , incidently there is no need to check for electrical issue as is a component based issue so a waste of time and money if your mechanic does the se first tests VOLKSWAGEN P0011 VVT PERFORMANCE
it could be a bad fuel pump, crank position sensor, broken/misaligned timing belt, etc. basically you need spark, fuel, and air to make the engine run. also the timing belt needs to be not broken and aligned properly.
