It is not a tow truck we use a broken steering on a 2004 f 350 flatbed super duty for farm work
Could be several things. Most likely cause is a broken tie rod end. (Be advised that when one element of the steering geometry fails, all of the other components are well worn as well).

Ok this is better question then the first one A) can he turn the steering wheel easily like normal/if yes move on to B) or is it very hard to turn // if it's this the power steering pump may have failed or has no fluid in it or the pressure sensor failed for power assist or the actual module for it B) when he turns the steering wheel do both wheels turn together or just one wheel moves // if only 1 wheel moves there's a broken tie rod either the inner or the outer has failed and detached from the spindle or the inner is bent from hitting something and can't move because it's contacting the frame or it snapped off the center link C) the pitman arm has broken and neither wheel moves when turning the steering wheel or the steering gear box it's attached to has failed D)the king pins in the spindle have broken that hold it to the iframe is the tire/wheel sre rated and bend over or is it stuck turned in/out and has seized if so disconnect the tie rods and try to move the wheels in/out by hand the one that doesn't the pin is seized inside from no grease and has dug into the spindle or the I beam frame post back with more information and let your step dad be there to explain it as you post ok
