Most likely is a dual element bulb, one cannot work while the other one does, check the bulb

Usually a fast blinker on the right or left side is an indicator that a bulb is blown on that side check rear blinker bulb
The 3157K turn/marker bulb has two filaments. One is appearently burnt out. Replace the bulb.
Fast blinking on the front turn signal indicates that the REAR passenger turn bulb (which is also a 3157K).
Bad ground or feedback voltage .
There should two separate bulbs for marker and blinker. It sounds like a bulb is burnt out, bad ground, melted socket or a wiring anomaly. Are you certain it's supposed to have 57 series dual element bulbs for blinker and markers?
If the bulb is definitely good then check the bulb contacts and socket for presence of corrosion that will prevent it from working. Also check for the presence of current at socket.
I take it is a double filament bulb some times they will open circuit when they get hot, take the bulb out, hold in one hand and give it a flick with a finger, while watch the filament if it vibrates replace it, If OK use a test light to check for voltage, if none follow the wiring back till you find the fault, Yes you could hot wire it.

You have a bad connection at the rear passenger side turn signal. It is either the connection is corroded or a wire is loose on the ground side of the circuit.

Also the fast blink feature is a built in fault indicator for open circuit. The terminal conductors can get corroded always best to clean and apply die electric grease
thanks everyone. it was a torn up wire that i missed that caused the issue, and one of the bulb filaments in back was burnt.
