Check up and replace the unit
The first thing to check is the anti freeze in the radiator. as when the anti freeze is to low water will not go through heater core . look for anti freeze leaks. if water if full then check thermastate .at this point the simplest and cheapest way to go is to replace it. do check to make sure radiator if full of anti freeze first thing (water)

With a cold engine vehicle not driven from more than an hour check for coolant in radiator if radiator is full you have a water valve stuck closed, or you have a blend door problem with the HVAC unit, a bad electronic HVAC dash unit,l. Check the easy stuff yourself, if you have not found the problem, seek professional help.

You will have to change the heater core. 9 out of 10 times, when the heater is not heating the air, it is a bad heater core.

Have you checked the coolant level? What you describe is exactly what happens if the coolant level is low. When stopped at idle, hot coolant is not circulating through the heater core, so no heat. As the engine increases in rpm's when you pull away from the light, the water pump is spinning quicker, and some coolant is making it to the heater core. So check the level, and if it is low, keep an eye on it to see if it drops again. That of course indicates a leak somewhere. Get it fixed, as overheating the engine leads to costly repairs and worse case a new engine. Let me know how you make out with this.
