Go to ford owners.Com and register for free then download the owners manual then go to roadside emergencies and your fuse box diagrams and values are there and then you can keep it on your phone / computer and have it when you need it
There are different types you need to pull it out and compare it in a you're autopart store there is a diagram in you're factory manual if you dont have it just Google you car info asking for pic of the fuse diagram

You will have to inspect the cigarette lighter closely, I suspect your son has bent the 2 terminals that make contact with the lighter, and this will continually giving you a dead short and blow your new fuse.
As for the other problem, your idea of shrink insulation sounds perfect.

Look in your manual for the Power Distribution Box reference in Roadside Emergencies. It should be located under the hood on the driver's side. My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.

no there is only one fuse and its usually listed under the acc . on the panel most fuse panels are either in the glove box or on the drivers side dash as you open the door or under the dash and some are located under the hood one of these areas is where you will find the panel
