SOURCE: Windshield wipers stay on delay all the time.
A wire is shorted out or part of the switch is bad.

SOURCE: wipers only work on high, does not work on delay
The wiper motor control module needs to be replaced, if you can buy one. The control module is mounted to the wiper motor. If you can't buy just the module, you will need to buy the entire unit. I am pretty sure you need the control module, but you can verify this by unplugging the plug that goes into the wiper motor and checking each of the pins on the plug with a 12 volt test light connected to ground while someone operates the switch. If the switch is good, you will get voltage on high as well as delay. I was able to locate an entire assembly on EBAY for less than the cost of the module from the dealer. Good luck!

Hello, my name is Ben and I can help you with this problem. This is a very common problem with Chevy. You need what is known in most vehicles as a "pulse board". The pulse board is located inside the wiper motor control module. On many vehicles the pulse board is replaceable, unfortunately on your Silverado you must replace the entire Wiper Motor Control Module which is bolted onto the top of the wiper motor. To get to the wiper motor, first remove those little nut covers on the big end of the windshield wiper arms, if you slip a small screwdriver or your fingernail they just pop off. Now unbolt the windsheild wiper arms, before removing the wiper arms, mark their location on the windsheild with a grease pencil or magic marker. The arms are hard to remove, you need to kinda wiggle and pull at the same time, now that long plastic cowl needs to come off, those clips at the front edge just slide forward, then at each end lift up that rubber flap and remove those TORX screws. Remove the cowl and set it somewhere SAFE, it's easy to break. You will now see the control module mounted on the wiper motor, unplug the electrical connections and remove the TORX screws holding it to the motor. Assembly is the reverse of dis-assembly. SOURCE: 2000 Chevy Malibu wiper delay and intermittent won't work.
I had this problem (wipers only work on high) with my 2002 Chevy Malibu and had to replace the 6 amp diode (22059733) on the wiper control board. It is connected to the back of the wiper motor and is held on by 3 torx screws.
Radio Shack has them for $2.75 6A, 50V Rectifier Diodes (4-Pack) Model:276-1661
