What could be the problem
SOURCE: won't start, starter will spin but will not engage fly wheel to crank up engine
Sounds like the starter drive is shot, best thing to do is replace starter with new or rebuild.

Disconnect the negative battery cable. If it has automatic ride control, make sure it is turned off before you raise the vehicle. Remove the starter solenoid cover, if it has it. Disconnect the large cable from the starter motor and the solenoid connections. Remove the starter mounting bolt and nut and remove the starter from the engine. Reinstall in the reverse order.

follow the positive cable from the battery, it goes to your starter solenoid-a solenoid is a heavy-duty relay. On most earlier fords it is mounted on the fender, but newer ones have them attached piggy-back to the starter motor.

What do you mean short the starter ? You take a screw driver an jump from the big terminal on the solenoid to the smaller S terminal ? Or are you jumping pin 30 to 87 at the starter relay . Either way it's not the solenoid . Viewing a wiring diagram an testing the electrical circuits is the way to find the problem .
