I have a 2000 Jeep Grand Cherokee Limited. Sometimes it won't crank or it will crank and then when you put it in gear, it goes dead, then won't crank. Gauges go crazy and battery is hot. Even with the keys out you can hear a sound coming from it. Also when someone "jumped the car" with battery cables, the windshield wipers came on for no reason. Any ideas?

Not aware of any re-set on Jeeps. But you said it won't crank? Starter is not working? Please clarify.
If it won't crank over from the starter, your problem is in the start circuit, and not affected by fuel pump operation. So, please reply.
Disconnecting your battery, as you must've done when changing the starter, will cause the ecu to revert to factory settings and the computer will have to relearn the proper idle for your jeep.
The key needs to be replaced. Sometimes, not all, for some reason the key is not detected and your vehicle will not start. If you have a spare try it, if not you will need to go to dealership.
HI, It may seem obvious, but sometimes overlooked.... have you checked the oil level, as low oil can cause some strange things to happen! My 96 4 liter would be reluctant to move sometimes, but after I topped it up, it has been fine.
Youes probably begot a bad connection inside the fuse block. You can try cleaning fuse contacts with a really small nail file or something to re-establish contact.
