Could be flat battery
or
faulty solenoid on starter motor
or
Faulty starter motor

Had similar on my car (without an engine redo ) would turn over but not start.
It was car battery . Auto car repair service replaced car battery and no more problem . My car starts and runs without an issue

Just wondering how you know there is no petrol and no spark. I agree with others that this sounds like an electrical problem that could be something very simple. I am not familiar with this model so I don't know where the fuel pump/s are but I would start by checking that you have a supply to it. Another thing to check all the connections that were disconnected to do the engine. A ticking noise from the fuse box is normal, this will be a relay powering up.

SOURCE: what is the torque pressure for a 01 daewoo matiz

2001 daewoo matiz 800cc

This is the best info I have.

Just as important as the torque values is the tightening sequence. Since modern engine heads are soft alloys this is key. The bolts are tighten down maybe half the final value on the first pass and then tighten down fully on the final pass.
The Sequence is; 7 1 3 5 8 4 2 6 bolts 5&6 are the flywheel side of the engine Torque values Stage 1. 40-45Nm first pass Stage 2. 85-90Nm. second pass

Since you have the head removed look for carbon build up on the pistons.
You may want to get a car service manual from the library or on the internet.

Why daewoo matiz 800cc cranks but wil not start

First things first...check for fault codes..If it was your immobilizer you would have a light on to tell you -(flashing as you turn the key to crank the engine )... and you would have no spark..at the plugs at all.

If your engine has compression, fuel and a spark it will run...

You need to check for fuel and spark as your starting point for trouble shooting your cranks no start problem.
