And then it runs good? If yes, there is a problem in your fuel pump circuit. It could be a bad fuel pump relay, but the circuit clearly has a problem. The engine computer should signal to the relay to send power to the pump when you are trying to start it. In fact when the key is turned to on, the computer should activate the relay and turn the pump on for about 2 seconds. That puts enough fuel pressure at the engine, so that cranking the engine over should start it- no fluid needed.
And here is one for timing: http://www.stealth316.com/2-ignition-timing.htm It is just like any distributor timing except that you have to ground the right test connector, otherwise the ECU will vary the timing based on things like temperature, knock, fuel, etc.

if you think the fans are your problem, first thing is to check the system with a hand computer, with that you can activate the fans,or run test on each part of the system. your fans will not come on until 212 degrees.so you need a thermometer to verify temp of engine water, next check the engine temp sensor,if it doesn't see that temp it won't tell the computer to turn the fans on.if you have checked the fuses with a test light, for the fans, and the fan relay.one fan is a manual override,it will come on as soon as you turn the A/C on,then they have low speed and high.
