A rain storm came in last night and my window was cracked. The Horn of my 98 Saturn SL2 started going off constantly. I ran out and found water in the steering column and behind the buttons for the horn. Anyway to fix this. I dried it out and it still is going off.
I have removed the fuse so it won't blow anymore.

traction control is for wet or slippery conditions it can either be turned off or on
SOURCE: '98 SL2 Saturn Traction Control
Traction control helps limit tire slip in acceleration on slippery surfaces. In the past you had to feather the gas pedal to prevent the drive wheels from spinning wildly on slippery pavement. Many of today's vehicles employ electronic controls to limit power delivery for the driver, eliminating wheel slip and helping the driver accelerate under control. Don't turn it off.

SOURCE: AC not working in 98 Saturn SL2
Did it gradually get warmer over the years or just recently. If it just happened then you could have a leak in the system or a compressor that died. Pressure test the system and verify that the compressor is working. You may get lucky and just need a recharge but more than likely you have a leak somewhere in the system.
