It's a Automatic transmission relay located behind the center of the dash NEAR the transmission control module.

SOURCE: 2002 Optima: where is the speed sensor on a 2002 kia opitma...

The speed sensor is located on top of the transmission Just under the Air Filter. So you will have to remove the Air Filter and you will see your two main sensors (I/O sensors.) . For more detail-----------
If you remove the air filter and look down on top of the transaxel, you'll see a couple of connectors that lead to sensors that are inserted into the transaxel. The Output Speed Sensor is the one towards the rear of the car, towards the driver. The Input Speed Sensor is the one a little hidden under a diagonal cable (with a boot covering the cable) right in front of your face. Thanks. you can rate this solution and show your appreciation.

Ok if 04 kia optima is reading p1723 and p1529 what would you get a transmission control module, transmission relay or a transmission output speed sensor?

You must do the testing, do not guess, very bad and expensive idea, I speak from 40 years as a dealer technician.

To Randy Ohler I m the guy with xg350 came up with code p1723 said open or short control relay then I came up with a/t control relay I'm so confused any other suggestions

P1723 A/t control relay - Stuck on.
This Code is showing that the main control relay of the transmission is stuck on. When that happens transmission goes in to the fail safe mode which is being stuck in 3rd gear to prevent damage to the transmission.
