I am having a similar problem with our '99 Pontiac Montana. A/C blows cold out of ALL vents EXCEPT the driver's side (left most) vent and the left and center vent on the center cluster of vents on dash (right most vent of the cluster blows cold).
Does this sound like a vacuum issue??? (i.e. the vacuum line that opens the AC trap/vent door got disconnected and probably controls all 3 of those vents)?
Any help/suggestions would be greatly appreciated. Thank you.

Yes, it can be removed and run without the thermostat. However, your gas mileage will suffer and the heater may not work very well.

That is correct, the air blend door actuator. "flapper valve" may need to be replaced or cleaned and free from binding up. Good luck and hope this helps. If there is an Auto Zone in your area, they can order the part you need and give you the step by step instructions to removing the old actuator and replacing it if it's damaged. I am assuming that the DIC does not "power-up" at all.
Check your owner's manual to see which fuse powers the DIC. If the fuse is OK, you need to get your hands on a wiring diagram and remove the DIC from the dash so you can check to see if you have a good ground on the ground wire to the DIC. Then check to make sure you have battery voltage to the B+ circuit to the DIC. If the proper voltage and ground are present, you will have to take the DIC to your local dealer for repair. Many GM dealers have an exchange program where you can turn your old DIC in and get a "remanufactured" one on the spot. Others will send your DIC out for repair and call you when it is returned to them.
