Just got a new factory radio put in by a used car dealership and then I was told I had to program the radio myself

If you still have the factory radio, there is a way to split the power wire for the factory radio to the aftermarket radio. All you will need are the power and ground for your aftermarket radio, so the rest of the wires should be untouched on the plug for the factory radio. You can simply re-install the radio within the dash and retain the keyless entry as well as restoring your dome light function. Here's a PDF of some instructions. This may be a anti-theft issue. If it is and you want it fixed, the Chevy Dealter is probably the best place to have this work done, IF it can be done at all. My Chevy radio instructions tell me that if there is a genuine power loss to the radio when the anti theft system is activated (like someone breaking into the car and stealing it, cutting the wires) that the radio will not work again with out GM intervention.

Use this procedure for New Body Style.
1. Close all doors
2. Insert key into ignition
3. Hold down the power UNLOCK button on the driver's door panel, continue to hold down
until instructed to release in step 9.
4. Perform steps 5 through 8 in a fairly rapid succession.
5. Turn the ignition to the ON position (as far as you can go without starting the engine.)
6. Turn the ignition to the OFF position.
7. Turn the ignition to the ON position (as far as you can go without starting the engine.)
8. Turn the ignition to the OFF position.
9. Release the power UNLOCK button on the door panel. The vehicle should respond by
door locks locking and unlocking automatically. (If locks do not cycle after you let go,
not before you let go of the unlock button, then the vehicle has not entered programming
mode and you must start procedure over. Remove key from ignition, open drivers door
and return to step 1 ). If the locks do cycle automatically then proceed to step 10.
10. Hold down the LOCK and UNLOCK buttons on the remote until the doors lock and
unlock. This may take up to 30 seconds.
11. Repeat step 10 NOW for each additional remote. (Including any existing remotes).
12. Turn the ignition to the ON position to exit the programming mode.
13. Test remote(s).

How to Reset GM Theft lock Radio's

Purpose
The following instructions will allow you to reset any GM (General
Motors), Cadillac, Oldsmobile, Buick, Pontiac theft lock radio.
Requirements
The theft lock radio must be in "LOC" mode.
Procedure:
1. Turn the ignition ON (The radio should display "LOC")
2. Hold down the Radio Presets 2 and 3 buttons for six seconds
3. The radio display changes from LOC to a three-digit number. Write
this number down. You now have fifteen seconds to complete the next
step.
4. Press the AM/FM button
5. The radio display changes to another three-digit number. Write this
number to the right of the first one
6. You now have a six-digit number, the first three digits are from STEP
03 and the last three digits are form STEP 05
7. Call 1-800-537-5140
8. Press 1 then # (pound). You'll hear "Invalid Code, try again"
9. Press 139010 or 106010 or 206010 or 202107 then # (pound). You will
be asked to enter your four or six digit code followed by *
10. Enter the number from STEP 6 then *
11. Listen to the four-digit number and write it down. It will be
repeated twice
12. Turn the ignition ON (The radio displays LOC)
13. Use the MN and HR buttons to enter the code from STEP 11
14. Press the AM/FM button. The radio display changes to "SEC". Your
radio is now "un-locked" and usable.

Troubleshooting
If you fail to enter the correct code eight times, the radio goes into
INOP mode. You have to wait an hour with the ignition on before the
radio returns to LOC mode.

CAR RADIO REPROGRAM TROUBLESHOOTING
