Battery power not being recharged by alternator so battery flat.....check connections on battery to make sure they are tight and also check fan/drive belt which may have snapped if so replace....if all checks are fine suspect alternator.. Have tested.

Battery light coming on means alternator not charging. The number one cause of alternator not charging if fan belt loose, slipping, or missing (due to breakage or misalignment). If the alternator is not charging this will affect the engine electronics (due to low voltage) and cause the engine light to come on. The handbrake light is probably unrelated as it may be out of adjustment. The car will not start and just clicks is a by product of the alternator not charging. Some Solutions below
1. Open the bonnet, record the VIN & Engine no
(for ordering parts later if necessary)
2. Charge battery ~ using a car battery charger
3. replace / adjust the fan belt to the correct
tension as per the makers spec in the manual
4. Once the battery is charged start engine and
check that the alternator is charging.
(put voltmeter across battery raise RPM to)
(2500 RPM & voltage should be 13.7 to 14.2)
5. If this works talk to your mechanic about
adjusting or repairing the handbrake light

Check voltage to heavy gage wire at back of alternator , Should see battery voltage . Could have blown fuse or fusible link . Also smart charging system's controlled by the PCM / ECM engine computer ,if a problem happens the PCM/ECM will send a serial data message to the instrument cluster to turn on the battery light . Also the PCM will also turn on the check engine light an codes will be stored . And the charging voltage may not show what you state . You're alternator has gone bad and the vehicle was running on battery power. The "clicking" sound is your now dead battery that does not have enough power to turn over the starter. You might also want to check your power steering pump for leak. This is a know problem with early LS400s and will most likey be the cause of the alternator failure. I just dropped $1050.00 to fix the very same promblems you have.

The clicking sound is the starter solenoid (a relay) trying to connect the starter to the battery. This is normal when the battery is run down. the first thing to do is to see if you can charge the battery.
If you do not have a charger, see if you can borrow one. BTW, a small charger is a good thing to have, especially if lights or etc are left on and your battery is dead when its time to go to work. You can get a small one at a Walmart like store for a reasonable fee. Connect the red lead of the charger to the red (+) terminal of the battery and the black lead of the charger to the black (-) lead of the battery. Let it charge for at least 5 or 6 hours. Unplug the charger, disconnect it from the battery and try to start the car. It will probably start. At first opportunity, drive the car to one of the major auto parts stores like AutoZone and have them load test the battery. If you need a new battery, most stores will install it right there.

The clicking is the Starter Solonoid not getting enough CCAs from the battery to start it.
While running - the alternator should be able to charge the system to 14.4V.
11 volts you are experiencing tells me your alternator is faulty.
Your dash and other items were turning off/on while driving because the voltage probably dipped below 8.4v.
Your vehicle runs off the alternator power once started. The battery is only there to get the engine spinning initially.
A backyard mechanic's way to test the alternator is to start the vehicle - then remove the positive wire on the battery (coming from the alternator).
** If the vehicle stays running - the battery is problematic - probably a dead cell - have it LOAD tested at a local parts shop for free.
** If the vehicle dies shortly after removing the + battery wire - the alternator is failing - and replacement is necessary.
