Difficult one this ,yes have had the problem before but I refuse to pay silly money for software so told customer to take to a dealer .they fixed it but I just don't remember what they done but it was a shed load of money .

these vans are known to have faulty clock springs, which can cause the problems. I think there's a recall on them...give your local Chrysler dealer a call.

I think I'd have to gamble on a new relay, and clean up contacts in those sockets with electrical cleaner, then add dielectric grease before plugging in new one. Do the pump first obviously.

Sun visor lights,... remove the sun visor clips you will find a copper insert inside the clip if this has broken (they do) you will need to replace them they 're about $12-15 ea. put them in & open your mirror "Gorgeous"
For the horn check the wire leads on the horn they are probably loose

Sounds like you have a short in your wiring. Check the wires to make sure none are touching
