After going 20 and kicking into second i can no longer push accelerator all the way down without revving out and all other gears kick fine

This is a fuel pump issue. i would replace it and the lines as well.also, a minor tune up wouldn't hurt as well. wires plugs distributor cap points etc...

while in park it is going to lose power at high rate of rpm this is so you don't blow the engine. but if it's a pass ing problem you can check th detent cable if equipt this will be a cabe going from the throttle down to the transmission aka kick down cable. this cabe throws the truck into passing gear and give you the speed to pass another vehicle. with a broken detent cable you can gun the accelerator and go nowhere fast.
