Just to add,any applicable trouble codes relating to coolant temp sensor?
Please observe your fans. Are both fans working when your ac is on? And when the ac is off, both fans are not working. Or maybe there is just one fan working on either on or off ac? Depending upon these conditions, possible culprits are the fuse, fan relay1, connectors, and ecm signal ?
SOURCE: Cooling fan wont work
The water temp sensor is located near the thermostat housing. This sensor is what tells the ECM to turn the fan on/off. The water temp sending unit is located near the same area. You know you have the correct sensor is because the water temp sensor has a 2 prong plug. The water temp sending unit only has 1 prong.
SOURCE: radiator cooling fan 30 amp. fuse keep blowing
The fan may run with jumper wires but if it''s blowing the 30 Amp Maxifuse it's needs a new or used fan motor. It's pulling too many amps.I have almost never seen a fan relay concern.Only other thing you may check is the wiring down near the fan shoud I have seen the 2 wires get loose from the conduit & melt onto exhaust manifold.Hope tHis Helps
SOURCE: 98 Saturn SL AC/cooling fan will NOT work
Do not let this car over heat a blown head gasket will ensue. Locate and replace the fan relay, if that doesn't fix the problem unplug fan and use jumper wires to ground the plug then feed power to the positive side of plug to check fan, if that doesn't work replace the coolant temperature sensor located somewhere near the intake manifold or thermostat housing area.

Neither fan works when the AC is not on, there is no power at the plug near the fans. Both work as they should when AC is on. I just replaced the fan motor and shroud assembly about a month ago. I just read they might not be working due to a changing system failure. I only have 12. 1 volts at the battery.
No trouble codes other than it reads charging system failure. I have another vehicle charging it now with 13.1 volts showing. Still no fans.
