There should be tiny holes in the plastic covers at the base of the chrome rods attached to the headrest use a paper clip and push it in the holes as you pull on the headrest in the full up postion.

If it works well with the engine running, you may have high resistance on the circuit. If the plug is dirty or not seated properly, you can get this. The extra power from the alternator can give enough "oomph" to the seat to move when the car is running.
Otherwise, it sounds like the motor may be worn.
Try pressing it at different angles. My wife's XG300 only works if you press it a specific way. Maybe the hill causes you to hold it just the right way. Who knows?
Take a look under the seat and/or behind the plastic cover on the seat where the switch is and see if you can find any loose or dirty connections.

The seat is held in place with 4 bolts attached to the floor. remove the bolts and disconnect any wiring harnesses that may be attached to seat underside and the seat will remove
Sounds like either something is jammed in the seat track and/or the track has to be replaced and that is a complicated operation there as I have replaced a number those. everything has to go back exactly as it came out or you have to take it out again and correct it and that in itself is no fun. Like I said, it may just be something jammed in the track but also, it could be a broken seat motor drive shaft and in which, the seat track or more commonly referred to and "seat module".
