I vote for Clockspring, the device that takes current from the fixed column to the wheel. Possible to replace as weekend mechanic, but remove power at battery first because of risk of airbag deployment at wrong time.

This is most likely a wiring issue in the steering column.  I advise you not to attempt to repair this on your own unless you are an experienced mechanic.  If you do be very cautious as the airbag wiring runs through there and can be a very dangerous mistake.

Replace the clock spring, or check all the cabling and plugs first. If you are inexperienced take it to an auto electrician, otherwise do it yourself but disconnect the negative battery terminal for 2 minutes prior to opening the steering wheel to check the plugs, as not doing so could cause the airbag to go off. In addition you can also take out the airbag fuse. Check radio control plugs and close it up again and reconnect everything in reverse order. If that doesn't fix it, then have the clock spring replaced professionally, its too much mucking around if you don't know what you're doing.

Replace the Clock spring. It is mounted behind steering wheel. It alows electrical connection while the wheel turns.

The problem is the coiled ribbon contact under the steering wheel (we call it the clock-spring contact) that connects the stereing wheel controls to the steering column wiring harness, this is a printed circuit that is coiled to allow the wheel to move and still have a psychical contact for the wheel switch's and the airbag, anyway replace that contact coil, u must disarm the airbag to do this repair, follow the factory procedure to do this or serious injury can result if the airbag fires.

It's not a fuse , the SJB - smart junction box controls these lights ! This is fords body control module . If the Heater / A/C control panel ,hazard switch ,headlamp switch , message center switch all work, it is not a fuse . The gear shifter I would say the bulb is burnt out . The steering wheel lights could be out because of an open in the clock spring . The clock spring is a device inside the steering column under the steering wheel that keeps your horn , cruise control , radio buttons etc... connected electrically . How cars clock spring works

I had the same symptom on my 97' grand voyager. replaced the clock spring and my air bag light turned off, the horn worked and the cruse worked. found one at local auto parts for about 50 bucks.

I lost all power to the steering wheel components,

Your issue is most likely the clock spring which is part of the air bag system.

All of the signals controlling these functions are routed through the clock spring.

Should cost around 200-300 to have it done, or more like 100-150 if you do it yourself. You must know what you are doing though as the airbag system is not to be taken lightly.

The horn and cruise control doesn't work,fuses are

sounds like a bad clockspring. located in steering column under steering wheel, operates airbag, horn cruise etc, it make wire connection possible so the wheel can spin, its a roll of flat wires, that unroll and roll up as steering wheel is truned from left to right,wires break after a while.

Cruise control and horn stopped working

You need a new clockspring. It is behind the steering wheel, at the top of the steering column. It has wires wound around it like a clock. You will need to disconnect the battery, remove the air bag, then the steering wheel, and the steering column trim. Unbolt it, and install in reverse order.
