Usually it is a fuel pump relay that does not supply a "prime cycle" when the key is first turned on.The fuel pump will get power when oil pressure is present, but you have to crank it a bit before oil pressure builds sending power to the pump only then and while it;s running.
A bad temp sensor can cause slow starting also.

SOURCE: replace front disc pads on 1998 lumina

Visit the autozone.com website and register the car information. It's free and will give you access to an online repair manual for the car. The steps for replacing the brake pads should be available there. It's a handy resource. Hope this helped and best wishes.

I have a 1998 Chevy lumina 3.1 that when you started it starts at idling in the red zone if you try and t hich the gas it automatically kills the engine so it doesn't blow up

You have a Vacuum Leak that is sucking in AIR and that is causing the Increased RPM.

Does it slow down after it warms up?

I once had a Idle Air Control that was causing it on a 3.1 and when I replaced it, the Idle went back to normal....

I need to know how to reset the security light on a 1998 chevy lumina and will this keep it from starting if its been activated?

Looks like the TDM in the security system (VATS/PassKey) is having problems, it's typical on those cars and it can get worse till the car wont start anymore. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my Park Avenue.

1998 chevy lumina that the power shuts off when trying to start.

Battery terminals are loose or have corrosion on them. Check both main battery lead's at the battery and + where it is connected to the starter and - where it connect's to the body and engine.
