You still have a problem with your starter. Sounds like you missed the wires going to the solenoid which engages the bendix.
Recheck the wiring.
It could also be a bad starter from the parts store. Won't be the first time.

SOURCE: 93 saturn sl1 will crank but not turn over

Try pulling the engine coolant temp sensor, They often crack not sure why but the ceramic tip cracks makes the car hard to start, the car's idle may race while shifting gears, and often smokes. The sensor is on the right side of the engine when looking at it on the head. Easy to change and get too

If the problem occurs after the car has been driven long enough to reach normal operating temperature, the problem is the starter. If the 'no crank' occurs cold, retest the battery.

SOURCE: 1997 SL1 Saturn will not turn. lights air signals

If you get a click, and the starter checks ok; it still may be the starter. I had the same issue just a little while ago, and I spoke with a Saturn Tech and he told me that it was the starter. Replaced it and the car fires with no issues.

SOURCE: car wont start. dim dash

Are you using a screwdriver because the ignition will not cause the starter motor to rotate? If so, there are a few reasons that can be:
1) The starter fuse is blown
2) The starter relay is defective
3) The clutch start switch is defective, or the wiring harness is not making a good connection ( in case you have a manual transmission). A similar switch is mounted on the automatic transmission to make sure the car is in park or neutral when starting.
4) There is also a 60 and 100 amp fuse between the battery and the ignition switch that could be defective.
5) The ignition switch is defective.

When you do use the screwdriver, are you putting the key in the "ON" position? This should start the car if the starter motor is in fact rotating.

My 2003 Saturn still wont start after replacing a new starter

Are you saying it cranks good but won't start? If so, have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse. Any applicable trouble codes?
Now, if the starter motor won't even crank, have to check starter motor wiring circuits. If battery cable was taken loose to replace starter motor, that may have tripped security system, I don't know, at the moment? I need you to answer first question?

99 saturn will not crank after installing a new starter

you may need a shim between your starter and the block. Most starters are ok, but some need shims so that the teeth on starter line up with teeth on flywheel. Starter is probably jammed

Car won't start and starter is only making clunking noise

You can take out the spark plugs, keep track of your spark plug wire order, try to crank it over see if the engine turns over.

Check voltage on your new battery, some need to charge when new.

check for corrosion on the battery and starter cables.

What would cause my1999 Saturn sl1 not to start after a new head gasket was put on? Ok so today we replaced the head gasket on my 1999 Saturn Sl1 single cam. We made sure the timing chain was put back on...

Check the cam/crank sensors. Also, if the car happens to have a distributor, make sure it is not 180 degrees off. If this does not help, then do a compression check. Remember, and engine only needs three things to run. Fuel, Spark, and Compression. (in order of course.) The firing order for your engine is 1,4,3,2.

98 saturn sl1 won't start

if you have good battery voltage at this time, and when you banged on the starter and then the car cranked over, it would appear you have a defective starter. i would imagine if you replaced it in july of last year that it could still be under some sort of warranty, so i would look into that. either way, it sounds as if you need a new starter.
