There is a base idle speed set at the factory . From sensor inputs the PCM - engine computer controls idle speed in all conditions . There is nothing for you to change idle speed, you shouldn't even try . Will cause PCM to turn on the check engine light ,that you won't be able to turn off . If your having idle problems your best bet have a qualified repair shop check scan data .

the first thing i\I would try is to replace the Oxygen sensor...this happened to me on my 91 F150 pickup and that cured it..

08 Ford Ranger 4.0 same problem but it is vacum not electric no vacum on hose in cold or hot position thought maybe valve but that's not the problem . There is no vacume to make valve work:(:(
