Of course it is!! You need to demobilize it by pressing unlock on the key after turning the egnition 3/4 of the way on.. then start it. It shouldn't cut out then. But sometimes if your battery is a flat in the keys, which can also leave it imobilized. A kiwi freind of mine bought a 97grand Cherokee a few years back and could start it but it kept on cutting out on him. A beauty maroon 160k on the clock all electrics working he left it sitting in his back yard for years before he found out he had to press unlock in the 3/4 position on the ignition. And by then he'd bought an BMW X5. So I ended up scoring it for free and I also bought a nother of a mate for 1k done 300k but it had good quality things that my freebie didnt, so I built one awsome jeep outa the two.

There is a security system built-in to the Jeep Grand Cherokee during these years. The reason the alarm goes off is because of a change in the electrical system (like shutting a door) that triggers the alarm. To stop the alarm, either disarm with the remote or unlock the door from the outside with the key. This will shutoff the alarm.

The egr valve is located on the front of the right cylinder head. It has a tube attached to it and going to the intake manifold.It has failed and is why your jeep is running rough and hesitating. Replace it and it will fix your driveabllity issues. Disconnect the battery for 2 min to clear the code.

There is a vacuum leak under the hood. If it's a 6 cylinder, look on the drivers side for a vacuum line that runs vertical with a 90 degree angle fitting to the manifold. That one usually comes off. If it is a V8 look on the battery side for a broken or corroded vacuum line.

The idle air control valve is located on the back of the throttle body. It has an oval electrical connector and two torx screws holding it in. Unplug the connector, remove the two screws then lightly tap the body with a soft faced mallet to loosen it from the body.
Once you have it out and prior to installing a new valve clean the seat inside the throttle body where the idle control fits. This must be very clean! Installation is in the reverse order.
To save some cash, pull the valve out and clean it with throttle body cleaner, this usually fixes the problem for quite a while.
