My 91 Ford LTD Crown Victoria seems to start hard - that is it cranks over way too many times before the engine fires/starts (1.5 to 2 seconds). What could be the problem

The problem could be many things. Is the engine light on? Check for proper fuel pressure. Remove one spark plug and inspect. Your vehicle may just need a simple tune up. Spark plugs,distributor cap and rotor,fuel filter.

stop trying to start up your car, it will create more damage to your engine. water may have seeped into the combustion area or may have rusted your internal engine (crank shaft) due to prolonged exposure to water.If the water damage occurred recently , bring in your car to the nearest service center, have engine checked for damage and an immediate engine oil change, this will resolve the problem.
on all cars bring piston to top dead center on the #1 piston... install distributor with rotor cap pointing 2 the number one position on the cap , install wires turn car on and take a timing light (must have tool) and use as per direction, set timing by turning the distributor till it reaches the right number or tab see front of motor crank pulley and tab on block. if you have a crank trigger the timing will be factory set and if u install new distributor , it will set automatically. if this is to confusing u need to see a mechanic .sorry
I would visually check for spark at the plugs, to make sure spark is getting to the plugs. If spark everywhere, use a gage and check proper fuel pressure and fuel injector pulse.
How long since a tune-up? Any applicable trouble codes?
