What does the horn under the hood look like for a 1999 Chrysler Cirrus, I don't have the owner's manual.

Check the coil packs, or the Ignition module. Disconnect the harness to the ignition module. And test the leads to see if there is current. I don't know what the specs should be, but it will be minimal. Never overlook fuses either.

It sounds like it may be you speed sensor at the transmission which is also called Vehicle Velocity Sensor (VVS), The sensor or the wire harness may have gone bad and needs to be replaced, but it's a good thing to have your car scanned at Auto Zone since they scan free of charge. I just want to make sure it is the VVS and not the transmission Control Module (TCM), Check the fuse under the dash and under the hood and look for any blown fuse like the TCM fuse. The owner's manual says to crank the steering wheel all the way to the left. It is difficult and I had to lift the battery with one hand when replacing it, but you can get between the wheel well and tire, without removing the wheel.

I have or should say had same issue on 1996 cirrus quick fix just remove the HORN RELAY located on the left side of dash relay only controls horn. To really solve the issue at hand you must replace the clock spring on the steering wheel dis-arm air bag before messing with steering wheel to avoid activation of air bag disconnect battery for 10 min then its safe to fiddle with steering wheel safely.

If you want to kill the horn, just pull the fuse. My database doesn't give the horn location. It should be in the front end, somewhere.

Horn will not work. Where is the horn located?

Check the horn fuse in the fuse box under the hood. Check your wiring harness for loose wires and a bad wire. Test the current.

My horn wont stop going off soi took out the fuse!

Most cars have a horn ground to the steering shaft, up to under the horn ring switch. So try taking off the cover on the horn ring switch, to see if it is shorting or if the wire fell off.
Careful with the air bag. Disconnect the battery first, so it does not go off.

Want to buy a chrysler crrus lxi, good idea or not?

Don't buy it. My husband and I have a 1996 Cirrus and it is a money pit. We have only owned the thing for a short while but we have already had to fix some major problems - and now the horn won't stop honking and the shim we are using to stop it from doing so is no longer working. We are going to have to take apart the steering column and disable the horn at this point. Hope its not connecting to any of the tail lights!
