I recommend for future issues you seriously consider
looking into joining... The wealth of information is
really quite EXCELLENT... or buying your own set of
FACTORY WORKSHOP REPAIR MANUALS.

For these issues... (I doubt they are related)
Starting with a GREAT CIRCUIT DIAGRAM
would be the best approach...

I PREFER PROFESSIONAL GRADE FACTORY
repair manuals ... but FREE circuit drawings & your 22 TECHNICAL Service Bulletins (TSBs) can be found
on BBB Industries website

I did find a TSB on "BLANK DISPLAY" ... Ironically the
TSB page was also blank (GM humor ..
(I presume)).

The FUEL GAGE seems to be a popular part...
(typically means "unreliable: great point to START").

popular part are in the ACTUATOR DOOR sections of your parts catalogs...

Look through the eBay parts for ideas...

This problem is most often caused by the air mixing valve (usually its actuator has stopped working - fails in the cold position) so I would start there. Not sure about a 92 - could either be an electrically or vacuum controlled actuator. You can check vacuum at the HVAC control unit with a vacuum tester.

Electronic climate control power module . Don't know what relay you replaced because this vehicle has no blower motor relay . 1990 Cadillac DeVille Power Module

tune up, fuel filter
fresh gas and fuel cleaner
you need to do that before you can find any other problems

only a qualified tech can scan to see if any good

the heater is in limp mode if you have electricity experience go to the library and get a manual because that heater does a wack of **** and you need to know how to press the right two buttons at once to get into the heater menus in the actual heater control

this has a "power module" near the blower motor, this is what control the blower motor to come on. very common for this power module to fail.

check your fuses it might just need a new 20 amp fuse which is a little "U" shaped yellow thing

I am currently working on my 92 Deville with the same problem. I was driving along, and smelled what I felt was a smoking printed circuit board. I looked down, and the digital fuel data center and climate control panel were dark.

I have the factory shop manual, and with the aid of a meter and the manual, I traced the problem to a bad BCM. The 16v supply coming from the BCM was gone. Opened up the BCM and found an overheated transistor. I also removed the fuel data center and the Climate control panel. The fuel data center panel did not smell good. I found a shorted capacitor on the Fuel data center circuit board. I am replacing the capacitor, and will be picking up a used BCM at the boneyard tomorrow. I might also have an overheated wire in a cable that might have to be replaced. I have not gotten that far in the troubleshooting yet.
