i had the same thing with my neon.i replaced both input and output sensors and the ****** filter plus the dash consol.i also cleaned all my contacts on my plugs.none of that worked.i had a mechanic looked at it and he said i had a short in my harness, what a mess!one day i messed with the fuse pannel under the hood and decided to switch the relay on the atx with the horn and it ended up working.

Neon's have a bundle of wires located along the front frame structure. they are notorious for scraping the road as the front of these cars are so low to the ground. These wires, if exposed can short out causing a fuse to blow. If a fuse or wire is damages you will see the same results as a faulty speedometer sensor would show. Do not start replacing parts because someone told you to, it's expensive. If wires are exposed disconnect the battery, either battery terminal will do. Jack the car up to gain access to the wiring harness running just behind the front bumper. If wires are exposed (cooper showing) they need repaired, preferably with a soldering iron. Be sure to connect the same color wires together. Once completed wrap the wires with electrical tape, individually and together using wire tires to secure the wires up as high as possible. Once completed raise the hood and check the fuse box to see it you have a blown fuse. replace the blown fuse (probably a 20 amp). the car should now run fine.

My neon will not move!

Check the main fuse. It's typically a 80 to 120 amp fuse. It's also typically the largest one in the fuse box. It won't look like a normal fuse and also may bolt into the fuse box. Disconnect the battery before checking anything in the fuse box. If the fuse is good reconnect the battery cables and make sure everything is tight .

2002 dodge neon manual has no gears.

the gears my be fine need to remove the boot around your shifter make sure everything is connected still should have a cable shifter in it. if it is all hooked up there open the hood and look on top of the transmission it will have a lever the move back n forth to shift for each gear the other end of your cable attaches to the lever should have a either a plastic bushing or clip attaching it to the lever some time those wear the it pops off

have somebody move the shift around and see if it moves if it dont you need a shifter cable.

if it does then before you go any further reach down with your hand or a screw drive or pry bar if you cant get you hands to it with the clutch engaged you should be able to shift it into gear maunaly and feel it go in jus like you would if you was doin it from in the car make sure your gently so you dont bend anything if you can feel it go into each gear make sure your adjust the cable to where everything works

Having trouble shifting gears wont go into reverse actual shifter won;t physically move into the reverse position so Ican't even find out if I still have reverse

You need to get to the transmission linkages with some penetrating spray, right where they are attached to transmission at front drivers side. You may have to remove battery & tray to get better access, but 90% of time that's the problem area. You'll see where the shifter linkages attach & pivot on top. The top linkage is your power valve,(like a kickdown) which kicks it down on acceleration, then returns after. This needs to move freely, and it may take some work & spray to get it loosened up, but that should help with your problem, as it affects the shifter itself too. After you get them movong freely, put a good coat of white lithium grease or similar on them . On my 95 neon, i'd have to do it, about once a year or more. Initially it would shift out of lower gear to next at higher revs, and when stopping it would shift down hard. Good Luck

Transmission

You probably need to have linkages at transmission lubricated. There is one that controls throttle valve which tends to seize up on a regular basis. When it starts to seize, you will notice it staying in lower gear longer before it shifts up, and sometimes it will shift down hard when slowing down to stop.
