There is a short somewhere in the wiring to the devices supported by that fuse. Tis may be hard to track down, but I would start at the driver's window controls and wiring inside of that door.

Must be a bad connection if the bulbs are ok.
Are they the right bulbs? Are they in correctly into the sockets?
Do the headlights work?
Check to see if they're on a separate fuse.

Most likely a broken wire or plug under the seat, get a flashlight and have a look, the heavy duty wires will be the heater the others the airbag/seatbelt sensors. You might find a bendy. weak section where the copper has flexed and parted.
