If your vehicle is fuel injected I would say you have a blown fuel regulator. This would cause excess fuel into the cylinders (flooding) causing a miss and coughing and also blow fuel into the air breather. If will also cause the vehicle to run poorly and could cause the vehicle to stall. Also to much fuel on startup can flood the cylinders and cause the vehicle to no start.
If it is more than half full, you need to syphon as much gas out as possible, disconnect the hoses, filler neck, and straps to drop the tank. There is a large ring you turn to gain access to the pump where the fuel lines go into the top of the tank.
sometimes the tank decomposes from the inside flaking off and clogging filters, pumps, etc. always a good idea to completly remove tank and flush to check for same when changing the fuel pump. if that's your problem, you will need a new gas tank
turn the key to the on possition not the start and listen for a humming sound at the rear of the car this is your fuel pump. if you hear the pump then the pump is good try changing the fuel filter and see if this makes a difference.
sometimes you can get lucky if you have someone rap on the bottom of the gas tank while cranking it may jar the fuel pump to get it started have done this in the past but is only temporary
