SOURCE: 1999 Lincoln Town Car Air Bag Light Problem
Hi,
Considering the various possibilities and complexity of the system, it may be to your advantage to seek the services of your dealer and/or a qualified professional. This and the added fact that "state inspection" would not pass your vehicle without it.
Alternately, you may want to try this site specializing airbags for DIYers (do-it-yourself) and can provide pictorial diagnosis/elimination of probable defective components from clocksprings to modules including seatbelts. Incidentally they have a "Try it free" option with limited functionality. Of course, pls check for your particular year and model.
Hope this be of initial help/idea. Pls post back how things turned up or should you need additional information.
Good luck and kind regards.
Thank you for using FixYa.

It's located under the air cleaner housing on the drivers side. After removing the housing there is a round plastic cover to remove and it is under that.

probably a leak in the system. check the switch in the trunk, make sure it is on.
SOURCE: Air Bag Indicator Light blinks on 1995 Lincoln Town Car
The blinking light is giving you a code and according to what you have listed that would be a code 25. However there is no code 25 for this system are you sure that it is not a 52 instead? If so then this code is for a loss of power to the module. Did you have battery go dead recently? If this is the case then you can clear it yourself. You will have to locate a gray 2 wire connector behind the glove box first. Here are the instructions to clear the code 52.
