First check the voltage at the front blower moter. If it has voltage then it may just need a new motor.
SOURCE: front heater does not work
I thought I had this problem when I first read your post, but it turned out to be a broken blend door. Dealer wanted $500 to remove the dash and put in a whole new plenum box. There are some DIY kits on the net, so I express ordered a heatertreater overnight and it works great! The fix is done by removing the glovebox and installing a steel replacement blend door. So if you determine the actuator isn't the problem, check the blend door!
