I just put this motor in the car what could be the problem

Is the engine fan staying engaged? If so this will not allow you to build addequate engine temp. especially while driving.
SOURCE: 96 dodge dakota low heat from heater
Well sound slike you have covered most the things . I would try and remove the hoses from the heater core and back flush then with a garden hose sounds like the heater core might be pluged. Does it heat up more if you bring up the rpm's ?

You have a bad heater valve, operated by vaccuum or cable its on the hot water line on its way to the heater core.
SOURCE: what size socket do I need to change the oil and brakes.
The oil drain plug is a 13 mm. The tools for the brakes, a 10 mm socket for the caliper pins, a flat head screwdriver, or a meduim size prybat to get the calipers out of the mounting bracket, and a 4" C-clamp to compress the pistons into the calipers so you can put the new pads on.
SOURCE: 2002 dodge 1500 Changed radiator, thermostat, and hoses. No heat
Why was radiator replaced?Did it have heat before ? If it was plugged, the heater core may also be plugged. Try flushing it with a water hose in both directions. I dont know why the botton radiator hose would be cold, the radiator should be a uniform temp and the air coming through the radiator should be HOT, when the engine is at operating temp. What condition was the old coolant? if it was rusty, the water pump may have lower flow than normal.
