2007 Saturn Vue:
I found a nicked wire under the hood, just past the fuse block (cabin side).
Despite not having any short, the wire corroded within its insulation. You "might" see some "green oxide powder" on the wire bundle and/or fuse block.
I was able to unclip the fuse block, disconnect the "positive lead", and pry it up enough to see an individual wire clip for the power seat. Push in the locking clip and pull the connector down. (disconnect the battery first).
Since the wire turned to powder within its insulation, it still read 12V, but had high resistance. Any nick in the insulation, and exposure to moisture would cause a similar issue. Other folks had reported similar problems within the cabin, on the outside wall, just left of the break peddle. You may wish to remove that panel (it extends under the car door), and look for corrosion there.
PWR SEAT Circuit Breaker 30A circuit breaker in the under hood fuse block. This is probably a shot in the dark because circuit breakers don't go bad for the most part . Also check PWR SEAT 20 A fuse located in the I/P fuse block ! Do you know where that is . Fuse Block - I/P
In the center of the instrument panel, on the right front side of the center console
