The shift interlock system won't release the shifter until you apply the brake. Since your brakes lights aren't working either, I suspect you've got a bad or out of adjustment brake light switch located above the brake pedal
It sounds as if you have a bad earth to either one or both of your rear light clusters. If it only happens when you indicate in one direction then that is the offending side.
Do the brake lights work, if not you need a brake light switch. The brake switch controls the interlock system which prevents you from shifting out of park without your foot on the brake.
It's probally your running light (aka parking light), simply change the Dual element bulb which also is your brake light. Should fix it. If not, take to a Dealership or ASE Certified Automotive electrician you have a wiring problem.
when you step on the brake pedal it energizes a solenoid located next to the shifter (under the console) that disengages a mechanical stop which prevents you from putting the car in gear w/o the brakes applied. Safety First. If that solenoid goes bad you will experience this. The brake pedal switch could come into play here as well but not certain of this. are there any other symtoms such as brake lights don't work?
Already replace the brake switch.
