Could be multiple issues.
#1 Is there gas in the tank? #2 is it bad gas ? (car sitting awhile) may need to put HEET in it and put in some good gas. You may have water in your fuel line. #3 is your fuel pump working? Your fuel pump relay may be bad. Hard to answer online.
Sounds like your battery is good and you are getting spark? I'd ask a local mechanic to take a look & trouble shoot.

A coworker of mine said he had the same problem with a GM product the same year. I tried it and it worked, so simple. All you have to do is pull the headlight switch on and then start the car, let it run for a few minutes and now it works normal.

if no spark ignition module crank shaft sensor or pcm problems.check to make sure your fuel system is working.
SOURCE: 2000 buick regal lse 3.8 wont start or turn over
several things to check out:
get it started and go have the battery, alternator, and voltage regulator tested. No charge at most parts stores.
IF they all test ok then you will need to remove the starter and have it tested. The solenoid could be bad. Was it wet outside the day it wouldnt start? if so then oisture is probably getting into the solenoid.
