the common system problem look like the headlights switch
and cluster back bulbs .... remove front panel cluster and remove headlight switch look for burn wire or connector terminal. test light
fuses all

Hi!!Check the dimmer light switch on the left (driver) side of the instrument panel, below the air vent. You may have accidentally turned it off. If you turn it all the way up, the courtesy light should also come on. If the courtesy light comes on and still no light on the instrument cluster, check the INST. CLUSTER LIGHT Fuse located under the dash.

I had that same problem with my 03 sierra..I sent my cluster to a guy on ebay that fixes clusters and he replace the light bulbs and motors for al gauges for $125 about a year ago and has work fine since then... look up in ebay 2001 tahoe cluster and should come up..
I have never seen one you couldn't change. You will probably have to take the instrument cluster and the radio out. Little bulbs plug in the back of the inst cluster. The radio might have a bulb down through the top or you might have to take the face off the radio to find it. I have changed both before.
it's more likely to be a blown bulb. when you say dashboard are you talking about the climate control lights or the gauge cluster lights...??? In both cases it's more likely to be a blown bulb than fuse and fuse are all behind the pocket under the dimmer switch for the gauge cluster.
generally,you can reach up behind the dash to twist out the bulb /holder,, or the dash cluster w/all gauges can be removed from the front to change bulbs... kev-mn.
