I have heard noise like this in the camshaft from lack of lubrication on the 4.0, there were Tech bulletins about it but that was many years ago and I am retired. I would at least consult a local dealer service dept or a shop that really knows this engine and all of it's problems, and it had many. That is entirely your decision, if I were you I would turn up the radio.
SOURCE: no treads on harmonic balancer
the pulley on the crankshaft should have grooves in it for the belt, otherwise the belt will not turn. is the pulley broken off, get back to me. there are NO technical servise bulletins on this item,if you need more help get back to me, Thanks Ray
SOURCE: Need bolt size to remove a harmonic balancer from
Most fords are 15/16 inch. butyou didnt state the engine size. Youll also need a harmonic balancer puller and most parts stores can rent you one some times for no charge ( just pay for it and bring it back all together and you'll get all or most of your money back). with the balancer off you'll need to ut it or a new one back on You need a harmonic balancer installer to put it on as beating it back onewith a hammer will damage the balancer and the crank and even the whole engine. If you don't want todo all of this just take it to a mechanic that doesthis work all the time ad hasthe correct tools to do itright. Yes you can beat it off and back on but you'll likly do exensive damage. ( not always). If you don't have the right sized sockets andthe power impac to remove the bolt you had best just hire the job done as this is not a do it youself job unless your a regular ( work all day every day) mechanic.
There is more information needed...
Can you replicate the noise?
Does it happen when it is idling?
Does it only happen in the morning?
At what speeds do you hear it?
Can you hear it with the windows rolled up?
